What Is ISPM-15?
ISPM-15 stands for International Standards for Phytosanitary Measures No. 15. It is a set of guidelines developed by the International Plant Protection Convention (IPPC) and adopted by over 180 countries. The standard requires that all wood packaging materials used in international trade—including pallets, crates, and dunnage—be treated to eliminate pests such as bark beetles, wood borers, and pinewood nematode that could damage ecosystems in the destination country.
Why It Matters for Your Business
Non-compliant pallets are the number-one cause of shipment holds and rejections at international ports. A single pallet without a valid HT stamp can result in your entire container being quarantined, fumigated at your expense, or returned to origin. Beyond the direct cost, these delays can cascade through your supply chain, causing missed delivery windows, penalty charges, and damaged customer relationships.
Working with a certified treatment provider like GreenCycle Pallets eliminates that risk entirely. Every pallet we treat leaves our facility with a legible, permanent IPPC stamp that customs inspectors worldwide recognize and accept.
Countries Requiring ISPM-15
The short answer: almost all of them. The European Union, China, Australia, Canada, Mexico, Japan, South Korea, India, Brazil, and the entire ASEAN bloc all enforce ISPM-15 compliance at their borders. Even countries that historically had relaxed enforcement are tightening standards as global awareness of invasive species grows.
If you are exporting from Sunnyvale to any international destination, assume ISPM-15 compliance is mandatory. We recommend treating all pallets proactively rather than scrambling to arrange treatment after a shipment is already scheduled.
The Heat Treatment Process
A scientifically precise thermal process that eliminates pests without chemicals.
Pre-Treatment Inspection
Every pallet is inspected for structural integrity and contamination before entering the kiln. Pallets with excessive moisture, visible mold, or chemical residue are flagged and handled separately to prevent cross-contamination and ensure treatment effectiveness.
Kiln Loading & Sensor Placement
Pallets are loaded into our industrial heat-treatment kiln and wireless temperature probes are placed at the core of the thickest wood components. These probes provide continuous real-time data to our monitoring system, ensuring that every point within the load reaches the required temperature.
Core Temperature: 56 °C for 30 Minutes
The ISPM-15 standard specifies that the core temperature of the wood must reach a minimum of 56 °C (132.8 °F) and be maintained for at least 30 continuous minutes. Our kiln is calibrated to exceed this threshold comfortably, with typical core temperatures reaching 60–65 °C to provide an additional safety margin.
Cooling & Stamping
After treatment, pallets are removed from the kiln and allowed to cool in a covered, pest-free area. Once cooled, each pallet receives the official IPPC/ISPM-15 stamp, which includes our unique facility code, the treatment type (HT), and the country code (US). This stamp is your proof of compliance.
Certification & Documentation
GreenCycle Pallets is accredited by USDA APHIS (Animal and Plant Health Inspection Service) as an authorized ISPM-15 treatment provider. Our facility code is permanently registered with the IPPC, meaning our stamps are recognized and accepted at every international port of entry. We maintain meticulous treatment logs—including kiln temperatures, probe data, treatment duration, and pallet counts—for every batch processed.
Upon request, we provide a Certificate of Treatment documenting the batch number, treatment date, temperature data, and facility accreditation details. This certificate can accompany your shipping documents for additional assurance at customs.
